It makes me worry about what could happen if these cities do come to blows.
( the two cities seem to be at the precipice of war constantly, and if these are the lengths they're willing to go in small extremist groups, what would a war look like? )

Wars are made by leaders more than their people. We are not the only ones with no wish for war, I think. Their numbers are just harder to notice.
