I imagine they thought to prioritize the castle in case of danger, though I agree I might feel more useful in a more active area.

That may be so. I do not understand why the cities war as they do. Perhaps understanding that might provide more insight on why tensions keep rising.

There is a chance that they don't know the real reason. Conflict like this begins for a number of reasons that are forgotten over time. It's only grievances that continue to build and build until it becomes a cycle.
